The FREEDOM Framework™

A diagnostic and delivery system developed over twenty years of leading complex change across defence, government, and community sectors. Applied across $4B+ in Commonwealth program value.

Where most approaches begin with the solution, FREEDOM Framework begins with the enterprise system. It provides a structured process for diagnosing where the delivery system and the operating system have become disconnected, and for rebuilding the conditions under which the organisation can function, decide, and perform.

AI integration is assigned at the task layer, not the strategy layer. The EAAE Matrix™ operates within the Delivery Framework stage to ensure AI adoption is grounded in actual work, not imposed from above.

The EAAE Matrix: AI Integration Instrument

AI should reshape the operating model rather than simply automate tasks. The EAAE Matrix is applied at task and process level within the Delivery Framework stage. Teams self-populate at process level in co-design sessions. The result: AI integration grounded in the actual work, producing enterprise ROI rather than individual efficiency gains, with human oversight designed in rather than bolted on.
